1. Insert the picture
2. focus on the picture toolbar (press ALT and then CTRL-SHIFT-TAB to focus
on the last opened toolbar which would be the picture toolbar)
3. Use the RIGHT AND LEFT ARROW until you hear "format picture"
4. Press CTRL-TAB to access the "size" property sheet
Adjust the properties within this dialog and save your changes.
