Try control + enter. I just ran into this problem and that is what worked
for me.

Hello list,
I found a couple of threads about other people having this issue, but
nobody had a good solution.
The problem is that Ebay has somehow changed the code for some buttons on
their website. For instance, the "continue" button on the check-out page
to advance to paypal for payment and the "leave feedback" button will not
accept/advance the current page. I have tried all matter of enter, space
and mouse click combinations as well as tweaking JFW verbosity options,
but nothing will activate the link. I can find the buttons by tabbing,
from a list of links and with the jaws cursor but no amount of clicking
will advance the page. I see online that others have had a similar problem
with different versions of jaws. I am still using an oldy, v6.2 but others
seemed to have the same problem with v7, 8, and 9. Anybody have ideas? I
have used eBay for 10 years but it is becoming increasingly difficult and
screen-reader unfriendly.
