BBut in that case, why does Jaws say I'm doing something when, in Word, I 
press Insert V and toggle it on and off?

It's always been my understanding that in apps such as Word, you're not
using a virtual buffer at all, but are interacting directly with the
application itself, so there really is no virtual cursor.
