I don't think you'll need any special software for all the counseling you mentioned. You could probably work up your own, or obtain, excel spreadsheets for budgeting etc. For transportation, well, that can be trickier. A lot of those jobs now deal with graphic maps and real-time indications via gps as to where each vehicle is located. These systems aren't likely to be accessible. Dispatching on a smaller scale is often just keeping a record of who got assigned what job. You could do this with anything from the outlook journaling feature (time/date stamps each record and allows you to type in info, categorize, etc.), to a notepad document. Perhaps a word document could be made to resemble some hardcopy log they're already using, so yours could be printed and inserted into the log book.
