He wants to remove programs that are still in startup that are no longer on the 
system  There are cleaners for this but I can't remember one off the top of my 
head.

  When talking about MSConfig, you are probably talking about editing the start 
up tab. There you have a
  list view of things that will start up if checked. Here you can use common 
sense
  to uncheck those items that you don't need upon startup. such things might be
  printers, adobe, and the such. If you are not sure you can leave it for now. 
Once you have unchecked those items you don't want to start or check those you 
do and press enter on ok. You will need to 
  Restart your system when prompted. When the system restarts you will have a
  window pop up like

  System Configuration Utility
  You have used the System Configuration Utility to make changes to the way
  Windows starts.
  The System Configuration Utility is currently in Diagnostic or Selective 
Startup
  mode, causing
  this message to be displayed and the utility to run every time Windows starts.
  Choose the Normal Startup mode on the General tab to start Windows normally 
and
  undo the
  changes you made using the System Configuration Utility.
  Don't show this message or launch the System Configuration Utility when 
Windows
  start
  OK

  Check the box to not show this again and press space bar on ok. Use the system
  for awhile to see if it works properly.

  If you want to feel really aggressive in turning off things here is some more 
suggestions.

  Reminder! Don't turn everything off as this may cause problems you don't want.

  you can turn off items a little at a time and see if it causes any results 
you do or 
  don't want. In order to do this you need to know what the service is. You can
  either listen to a spelling of it or virtualize the window if using jaws and
  copy and paste the window contents somewhere for easier viewing. Once you know
  what you want to look up you can either google it to find out what it is and
  whether you need it or you can check out this site:

  tweak their system for better performance.

  *Special note: He recommends that you do not use "msconfig" to disable 
services,
  type "services.msc" in the Run box instead. This is because using msconfig you
  can disable services that may be vital to boot your system. With the 
management
  console (services.msc) you cannot.

  He has valuable tips and tricks for tweaking windows 2000, XP, and Vista. I 
did
  not see anything there for earlier versions of windows.

  8?  I had an occasion to look at the file and it is cluttered with 
  references to programs that no longer exist.  I would like to clean this 
  file in hopes it will be much easier to read.  Thanks for any help.
