this is a two-step process.  .brf files are braille files, so you
have to translate the files back to standard text.  Do a Google
search for wintrans; it is a free program to do this, probably the
easiest free way.  Depending on what other software you have,
Kurzweil 1000 and Open Book can also handle the chore, or you could
use any of several notetakers.

Once you have the file in text format, there are many programs you
can use to create a synthesized speech version.  goldwave was
mentioned, a dedicated free program is called DSpeech, and there are
many others.
