Well I don't want a hardware synthe, I might consider the second sound card 
however, thanks for the suggestion.

You have two recourses here, as I see it. You can either get a hardware
synthesizer or you can get a second sound card to run JAWS through. Or, I
suppose, you could use a sound editor like Gold Wave to boost the volume
of your wave files. But what you initially wanted to do, viz., adjusting
only the JAWS volume, can't be done with Eloquence and JAWS.
