If the document has a multi-column layout, I often have to change the reading order to 'left to right, top to bottom'. I wonder if there are columns which are being read non-consecutively. If you read the status line, you can see if you really are skipping pages, or if the movement to the next page is working properly. If you tell Adobe to deliver the entire document in that starting dialog, you can just read from beginning to end without ever worrying about pages.
