It's not there in jaws 11, that's where I expected to find it too.

to change your say all speech synthesizer, choose the following:
one:
switch to the JAWS window.
two:
open the options menu.
three:
select the global voice adjustment; and move to the say all
synthesizer combo box; eventually; select your prefered synthesized
speech to be used; whether Eloquence, Sapi five; or real speak solo
direct; sincerely I hope that's help.
