as long as I hold down the alt key, I can cycle through all open windows.

Ever sinse win98 or maybe 95 versions of Windows you can only alt-tab
between
the program you are currently using and the one you used before you switched
to
your current program.  I'm not sure how many programs you have open at once
but
this would explain  why you sometimes get to jaws and other times get to
Eudora.
Buying a new computer with a new Windows won't fix this  You might find
insert+f10 to helep you here that brings up a task list with all programs
you
can switch between.
