All of the keystrokes are correct after you have run Internet Explorer. However the tab page on which you land after you have pressed CTRL+SHIFT+TAB is not called "Accessibility". The tab page is called "Advanced". There are menu items listed in the form of a tree view. The first item in the tree view is "Accessibility".
