Many windows help files simply do not describe how to operate things with the
keyboard.  These items are jaws issues, because how we interact with the gui is
different.  Where there is jaws specific help on the program, that programs
interface is thus a jaws issue.Many times how we interact with a program, a
command we use,a key press is so because of jaws.  I.E. the ability to hit enter
when access and selecting the database. or hitting alt+m to go to the desktop.
That you can't do in narator.That's my cents worth.

It might be a prudent move on the part of list management to again define
what constitutes a JAWS issue. There are several schools of thought here.
One is that if you're trying to use it with JAWS, it is a JAWS issue. This
would mean that any software issue whatsoever is up for discussion. Then
there are narrower views. List management should, in my view, define
things relatively clearly and be consistent in enforcement of those
definitions.
