When I get a page that JAWS reports has no links, I turn the Virtual Cursor off and back on with JAWS Key+z. This usually fixes the problem. I don't know what causes this problem, but Window-Eyes users have complained about similar behavior with that screen reader. They must turn Browse Mode off and back on to have the page spoken.
