Tab Browsing or Tabs in the Browser

Are these the same thing?  I can see, as a theoretical matter, how tab 
browsing, as recently described on this list, might be a good thing.
In Internet Explorer (I think it is IE 8), the virtual cursor sometimes gets 
"stuck" among things called "tabs" in a Web application I have to use all the 
time.  It also gets stuck in these "tab" things when I'm just doing a little 
browsing on the Web.
These tabs are like having a big glob of molasses on one's keyboard.  They are 
unwanted, unnecessary, cumbersome, unhelpful, extremely sticky, and inclined to 
hinder productivity .  Sometimes, by hitting Alt plus D and then hitting shift 
plus tab five or six times, I can get out of the molasses, but sometimes it 
just doesn't work.  I've tried navigating among them with control plus tab, but 
they don't seem to do anything -- other than grab the virtual cursor and 
screw-up my life.
So, if these tab things are part of tab browsing, then I think I might dispute 
that tab browsing is accessible.
The "tab browsing" I've heard described on this list of late, sounds sort of 
different and sort of interesting.
So, I would much appreciate getting a little clarification.
Part of the reason I'm a little unclear about the version of IE I'm using is 
because I work at a law firm, and the IS departments at all law firms feel a 
compulsion to brain damage certain applications, like IE and MS Word.
