The first thing I would do is to update the sound card driver.  Restoring
from the manufacturer's disk put the original driver back onto the system,
and it may not be good for speech.

A newer driver can often solve a problem with speech.  However, it can also
cause a problem.  I updated my sound driver a few months ago for the sound
chip on my motherboard, and got a crackling sound in the speech.  I had to
roll back to the original driver.
