You can burn folders onto a CD or DVD by just using Windows Explorer, I do
it all the time.
When I put in a blank CD or DVD a window pops up and I have about four
choices one is to use Windows Explorer. This opens up a blank formatted CD
and I can drag and drop or I should say copy and paste to the new CD or DVD,
once copied then I can burnt the information to the CD or DVD.

not own Roxio, but I'll consider getting it if this can be done. You can
not do this with Nero as far as I know.

remember using Adaptec software that allowed me to burn folders on to a CD.

displayed. If I enter one of those folders, the contents of that folder
will be displayed.

MP3 files in that folder.
