It depends on the router. Most of them have an accessible interface you can make use of to set it up. The trick is to not install the software most if not all routers come with; it's not actually needed anyway. The manual, and indeed most online documentation, describes how to go about making use of the built-in web interface to do so. JAWS should have very little problem reading that, but again, it depends on the router.
