Find the recyclebin shortcut on your desktop but do not open it. hit 
alt-enter to bring up properties.  You'll see several settings among them, 
is a checkbox which says "don't put files in the recycle bin just delete 
them"  On your system that box must be checked so uncheck that box.
Of course if you ever want to bypass the recycle bin after unchecking that 
box use shift+delete on the file or folder. Sean
