Robbie, When creating .PDF documents such as EBooks, authors can set various restrictions on these documents including restricting accessibility with access technology. Apparently, the EBook you downloaded is protected in this way. You could complain to the publisher and ask that this protection be removed, but probably you are just out of luck. If you put out some money for the book, you should at least request a refund if they won't make the book accessible.
