Greetings Marsha!!
Mouse over is a special text effect that can be programmed into a 
web-page.  When you move your cursor over a designated area, it can 
change in some way.  Just about anything can be done to this kind of text.

Some examples of mouse over effects are:

Text changes to a specified colour
Text changes to all uppercase
Text appears with or without an underline

There are other effects, but I can't remember them at the moment.
