It depends what you need to do. Goldwave, Audition or Audacity, Cakewalk Sonar with the free JSonar scripts, are all options.

Sound Forge is really good, or at least that's been my experience. Adobe Audition 1.0 works also, but not as good as Sound Forge. That's one person's opinion.
