The easiest way I can think of (not requiring you to hit an impossibly
small drop target with the mouse or jaws cursor) would be to use
windows explorer to open the
\Documents and Settings\<User Name>\Application
Data\Microsoft\Internet Explorer\Quick Launch directory and just
create the shortcut in place.
(Note that in the above path JAWS is reading right brace to me, but I
typed backslashes and backslashes are what I wanted.)
