Program Manager Unavailable

Anyone know why when I use the windows key and m Jaws says program manager
unavailable instead of desktop?I cannot arrow through the desktop to choose
anything, but my hot keys will work to open a program. I also did a screen
refresh as well as unloaded jaws and started it again. I will next turn off
the computer and start it again to see if this will straighten out. I am
using Windows XP with Jaws 4.51.
