Pat, It could be that you've got a pop-;upp blocker running, and it's preventing that sort of page from opening because it perceives it as a pop-up. If so, no need to disable or uninstall the pop-up blocker. Usually there's a key command for allowing a page like this, or even a pop-up you know you want to see, to open. Just press either the control key or the shift key at the same time as you press Enter. Now, if this isn't your problem, that won't help. But it often helps me when I click on a link of that sort and hear the telltale click that announces that the pop-up blocker has stopped it.
