Peculiarities and Apparent Inconsistencies

This note is not earth-shattering in importance.  So, if you are extremely 
busy, hit "DELETE" now.
In JAWS 11 there are a couple of very similar commands that seem, at least on 
the surface, to function differently.  There is likely a reason, but I have not 
figured it out and would think consistent treatment would be an improvement.  I 
do have an open mind and would not chafe at being corrected if this is all 
wrong-headedness on my part.
By pressing JAWS Key Plus F-7, one gets a kind of list of links.  By jumping to 
the correct letter and hitting ENTER, the system jumps to the link and 
activates it.  By hitting ENTER, one has executed the command.  There is, of 
course, an option (one I use rarely) which lets the user just jump to the link 
rather than executing it.
JAWS Key plus F-5 produces a similar, though not identical, list, not of links, 
but of form controls.  Similarly, by pressing the first letter of the desired 
item, one can immediately move to the control in the list.  So, if it is a 
Button labeled "SEARCH," JAWS jumps directly to it in the HTML or PDF document 
after pressing ENTER.  This is a very nice time-saver, particularly if there 
are numerous buttons on the screen.  Perhaps I should make clear that I'm 
talking about functionality in a Web (or PDF) application.
Unfortunately, I cannot figure out how to make JAWS, after using the JAWS Key 
plus F-5 key function, just go ahead and push the button rather than merely 
jumping to it.  So, if it is a link that I've identified through JAWS Key plus 
F-7, depressing the ENTER key on the right option, by default, is the end of 
the matter -- the link is activated.  By contrast, if it is a button or other 
form field I'm looking for, after using JAWS Key plus F-5, I have to hit ENTER 
on the desired control and then hit ENTER again to activate it.
Now, if the form field is an Edit Box, I can understand why "activation" of the 
control wouldn't be desirable.  The same could possibly be said of other 
controls, but shouldn't JAWS be smart enough to know or at least give users the 
option of either "jumping" to the control or "executing" it?
OK.  That has been bugging me for a couple of weeks.  I'm a relatively new (or 
renewed) JAWS user.  So, it is conceivable that the answer is readily apparent, 
and I'm just missing the point.
