PDF again

Hi all,
I have a link to a pdf file which I can't access. In the past, I have been
given such advice as "just download it to your hard drive", or "Save it and run
it through this or that program." But when I go to this link and do alt f,
There are no choices for saving it anywhere, much less downloading it. Here is
