I have both the Automatic Name Checking and Suggest Names While Completing.
The But alas...
When I press CTLK I hear the suggestion, but not until then.
And as I said, at work I hear the different suggestions as I type.  
Bummer!

You can go to Tools,  options then email options.    Then into Advanced
email options. 
 
On that window you will find an option called  Suggest names for completing.

 
Check that box and you it should start working.
