Ctrl-Y does work, however, she wants to be able to tab to the inbox tree
view like she used too.

She can't shift-tab to the folders list.  The navigation pane shows as
normal.

Hi,  Can they shift tab to the folders list?  If so then it is safe to  
say that her navagation paiin is ok, but check in the view menu bar  
and see what is on.  Just my thoughts.
