This used to happen to me. Simply change your desktop background to none.
If that doesn't work, then you do indeed need a new video card.

Subject: Ongoing Problem with JAWS Spontaneously Reading

Hi all. I think I've briefly mentioned this on here before. I have been
experiencing a problem where JAWS will read various things at random. For
instance when I start up my computer or log back into my account, it will just
randomly announce parts of my taskbar, my recycle bin, Windows Media Player,
etc. etc. etc. I informed Freedom Scientific about this, and they told me I
needed a different video card. However, I'm not that comfortable transferring
stuff like that since I'm not too terribly technical, and I don't want to mess
things up. I have had people in here try to help me, but none of them is
technical enough either. According to them nothing is on the screen other than
the normal stuff that should be there such as icons. This problem went away for
a short while, but it has gotten so bad that I can't launch programs at times.
When I try to launch Internet Explorer or Windows Mail often times I'm taken to
a blank screen. When I hit my arrow keys in these instances, JAWS just reports
that "no window is active." Does anyone know of anything I can try? TIA.

  Jake
