I use the micro soft fax that comes with windows 95. But my system is windows 98 The only problem that I do have is that I can't receive them. But I haven't done it in a long time. Maybe with this new version of jaws it might work better now. No matter what fax program you use (and they are all relatively accessible, including Symantec fax) you need a scanning program, like Openbook or Kurzweil, to interpret any faxes you receive, because they're image files.
