OT: Banking facilities for the visually impaired

Dear Friends,

At the outset I am extremely sorry for posting a totally out of topic
message but as I wanted a broader international perspective I am doing
so.  I will be highly obliged if some of you could reply me off list.

I have following few questions:

What is the situation in your country about financial and banking
access for visually imparied people?  Are they allowed the use of
cheque independently?  How is specimen signature tallied?  Are there
accessible ATM's?  Are banks accessible for online services?  an early
reply will be appreciated.
