Steve why don' you just turn that feature off all together?
  1.. In the left pane, click Internet Worm Protection.
  2.. In the right pane, depending on your program version, uncheck Enable 
Internet Worm Protection or Turn Internet Worm Protection on.

debbie. I thought I had this problem with permitting skype solved. It still
keeps saying permit and I can't seem to figure it out. If I try to add
skype.exe it will say you are attempting to add a program that already has
rules and if I try to remove it it won't let me. And I can't find a
comfigure button.
