You can indeed do some editing with the Windows Sound Recorder, but it is limited.
Check out  the tips, tutorials on the audio page at:

There is a file there that talks about sound recorder.
I use Sound Recorder quite often, it is truely an un-appreciated program.

can i use xp default sound recorder to do it? you may say that it works for small files but not for longer audio files. but i've heard somewhere that you can in fact trick the sound recorder to work even for longer audio files.
can someone confirm on this?

That's great for audio. If you want a music editor, you'll need a sequencer like Cakewalk's Sonar, or something similar
