Yes,  sighted people will spend endless amounts of time dragging text around 
trying to get it lined up.  The one I find really puzzling is when they will 
create a table making the left hand column all one cell spanning the length of 
the table while the rest of the columns are comprized of several rows.  Then 
they type, usually labels/headings in the first cell and try to line them up 
with the rows to the right.  Not only does this make it difficult to read with 
jaws but it wastes an incredible amount of time.
Who would figure.

When it comes to Word 2003, I feel like I'm in my element.  To identify your 
position in Word, press Alt plus delete on the numeric keypad.
That will identify your left/right (and your top-to-bottom) position on the 
page.
I don't blame you for disliking this primitive way of editing documents.  You 
are better off encouraging those who set up these documents to get with the 
20th Century and use tables.  Tables with JAWS are a breeze, and you really 
don't have to worry much about text alignment.
JAWS will announce the column and row, and if you know what cell you're in, you 
know your text is lined up perfectly.
For those who object that they don't like to see those nasty-looking borders, 
those can be turned off, and persons looking at the printed document will never 
know a table was used.
In fact, you may know the same technique is used in laying out Web pages.  Only 
we know that the text alignment is the result of a table.

I'm using office 2003. I work with a lot of docs with large spaces between the 
words on the line, its like coloms. Is there a way to let jaws read me my 
position on the line and page, i want to know how many times i must tab on a 
new line to be able to write under the words in the top lines. Rite now it's 
guess work and i don't like it.
