Ms Access 2000 Problems

Hi.
i was designing a database with forms.
to make modifications in design view.
to add a label to the form header in the form.
i use:
shift control b to bring up the list of controls.
but jaws 5.0.844 says not in report or design view, but i am.
how do i bring up the list of controls?
open the tool box, then use the route jaws cursur to find it.
what a pain?
it has been a while since i have done advanced database work.
i am using office 2000.
