Message rules in outlook express

Hi. I am using O.E. 6 and I am having a problem creating a message rule.
It does not seem to work. Here is what I want to create.
I want to create a rule to when I send a message to someone that it never
gets to them and comes into a specified folder that I have created in
outlook express. Is this possible to do or not. You can write off list if
you wish so it does not clutter the list.
