Another alternative is to go  to each  application's shortcut properties
and set it to be maximized.
You go to  your programs menu under start menu. Then you select the
program you want always to be maximized on opening it. Then you press
your application key or shift+f10 and  press r for properties.
In this same dialogue you can also set a shortcut key to  start the
program by pressing that key combination. But in this dialogue you will
find a combo box and here you can set if the program should open
minimized, normalized or maximized.

You can manually drag it to fill the screen. 
(Do not use the maximize button, for that's a temporary setting that
will not be retained.) 

Now press the Ctrl button, and close this second window, holding the
Ctrl button depressed, using 'close' in the File menu (important!). 
All windows should now open full screen. They are not maximized, but
filling the screen.
