Open the start menu, by pressing the Windowskey.
Now press the applications key, or shift F10.
You don't want the properties of the start menu, you just want a context
menu.

How can a senior moment be contagious? I remember something about moving
an item up in the order. All I can find is the task bar and start menu
properties which you access with control panel or alt enter on the start
button in focus.
