Hello,
You can double-underline text in Word by doing the following either before typing the text, or after selecting it.
a.. Press Alt+O to open the Format menu.
b.. Press F to open the Fonts dialog box.
c.. Press Alt+U to jump directly to the "Underline Style" combo box.
d.. Use the up or down arrow keys to select the desired type of
underlining.
e.. You may need to press Enter on your choice to make it stick.
f.. If you are not going to change anything else in this dialog box, press
Enter again to return to your document.

I'm not sure why some special key commands are needed. For what situations are these useful? When I want to apply attributes such as underlining, or bolding, or italics to text, I either press control plus the letter for that attribute (u, b, or i) before I type, then do the same to turn off the effect when that passage is finished, or, to apply an attribute to something I've already typed, select the relevant portion of text and then press control u, or b, or i. So what are these more complex keystrokes meant to accomplish or help with?

In Word, CTRL+SHIFT+D double underlines selected text. CTRL+U does the single underline. Also, CTRL+SHIFT+W underlines words, but not spaces. All three keystrokes are also toggles.
