Several years ago, mine began coming up that way by default, but a quick
repair resolved the problem.

        Cher, it would be worth checking to see if the JAWS cursor is
tethered to the PC cursor when this happens.  Pressing the Control JAWS
Key Keypad Minus combination is a toggle, turning this mode on and off.
Sometimes, the JAWS cursor could just happen to be in the wrong place at
the wrong time, causing whatever element it hovers over to react to the
mouse pointer.

                Gary-  You're making me wonder...  I've had an
intermittent problem with my new computer when the menus would just
start going nuts- opening, clicking, highlighting all over the map- with
no ability to stop it with the keyboard or enter keyboard commands
because everything was moving so fast.  The only way we stopped it was
to use the physical mouse to click somewhere outside the menus.  Could
this be an example of what you're describing?

                You may have the JAWS cursor tethered to the PC cursor.
Hold down Control 
                and the JAWS key and press Keypad Minus.  Hopefully, you
will hear the 
                message "JAWS cursor will not follow PC cursor."  When
