And thoughs instruction only work for xp pro.  So home users can disregard.
Also why would one wish to disable the welcome screen if that person is a
home user it is much easier to simply select you name from a list verses
typing it in each time.

To setup your computer so you get a logon box, do the following: 1. Make
sure you are logged on with Administrator rights. 2. Go into Control Panel
and then User Accounts. 3. Press Tab once and you will hear Change a User
Account.  Arrow down twice 
until you hear Change the Way Users login and then press Enter. 4. Uncheck
the box next to Use the Welcome Screen. 5. Tab until you hear Apply Changes
and press Enter.  Then press Alt-F4 to 
exit the program.
6. While still in the Control Panel, go into the Administrative Tools. 7.
From the Administrative Tools, go into Local Security Policy. 8. You will be
in a tree view and should be on the Security Settings item. 
If the Item is closed, press the right arrow key to open it.
9. Arrow down until you hear Local Policies and press the right arrow to 
open this item.
10. Arrow down until you hear Security Options and then press the Tab key to

jump to a list of options.
11. Press the I key to jump to the first Interactive login entry.  This 
should be do not display last user information.  You want this to be 
enabled.  If it is disabled, then press Enter to open the option window. Use

the arrow keys to highlight the Enabled button and tab to the OK button and 
press Spacebar.
12. Press the down arrow key once to move to the next Interactive login 
option.  This will be Do Not Require Ctrl+Alt+Del.  This option should be 
Disabled.  If it is enabled, press enter to open the option window, use the 
arrow keys to highlight the Disabled button, Tab to the OK button and press 
the Spacebar.
13. Press Alt-F4 to exit the program.
14. You can now close the Administrative Tools folder and the Control Panel.

Now, each time you start your computer or Logoff from a user ID, you will be

presented with a Windows pre-logon screen.  Press the Ctrl+Alt+Del keys all 
together to bring up the Classic Windows logon screen.  You will be in the 
User Name field and the field will always be blank.  Enter your user name 
and press Tab to move to the password field.  Enter your password and press 
Enter to Logon.

That's it.  It sounds more complicated than it is.  Also, if you have Jaws 
set to start with Windows, you will hear it say to press the Ctrl+Alt+Del 
key combo to continue.

These instructions are for Windows XP with SP2.
