I don't believe it's an on-the-fly languages issue.
I have always had this box checked for the past 3 years but this behaviour 
about resetting keyboard layout to English United States began 4 to 6 weeks ago.
I always manually update Jaws so I am quite sure it was not related to a Jaws 
update.
There are some settings changes in the control pannel under regional and 
language options and I am experimenting with these.

I bet you guys it has a lot to do with multilanguage support.  In the 
configuration manager, there is an option that allows jaws to switch 
languages on the fly when you encounter websites and other programs 
with different languages.  try unchecking the checkbox that allows 
JAWS to recognize other languages and that may help it.  I can't 
speak for the keyboard layout message, as i'm only familiar with 
desktop and laptop keyboard layouts.
