Hey Mitch, I went to this site and did not get the same result as you. Just wanted to let you know that forms mode seemed to work fine for me.

Hi All,  If you want to experiment, go to:

http://treasurer.maricopa.gov/office.htm

enter forms mode and try to enter any 8 digit number.
In my case, after 3 numbers it would give me the edit field again and never 
allow the whole number to be entered.
Perhaps it was operator error on my end and I'm postponing the Beta form
route until I encounter an additional problem.

had to revert to JAWS 8 to use the Forms mode.
I have checked no other sites requiring use of the Forms Mode but thought I 
would site this event nonetheless.  Mitch
