JAWS 7: Up Arrow & Link Activation in IE

Hi,
Why on earth does JAWS 7 jump to a certain point on a Web page every
time you press a up arrow key?
How about link activation then? The same problem which has been there
for a long long time, still seems to exist. I mean, on certain Web
sites, when JAWS is located on a link and you press Enter or left mouse
button, IE opens the one before or after that. This happens, for
example, in http://www.itviikko.fi/ and http://www.mbnet.fi/ (both in
Finnish).
I have the following settings selected in the default.jcf file:
- indicate tables: off
- indicate lists: off
- indicate frames: off
