JAWS 11 Announcing Text Encoding in Thunderbird

I'm not sure where to find the setting to turn this announcement off. JAWS only seems to do it in Thunderbird inside a message. It says "Western" or "UTF8" in a voice other than the PC cursor or JAWS Cursor voices. Does anyone know how I can turn this off?
