This is incredibly embarrassing.  I discovered the fundamental problem
with my use of JAWS and Nero.  The problem, you see, is me.
I have an external CD burner.  After I sent my frustration message I
decided to make sure all the connections to the burner were secure.  I
did this last week, so didn't really expect to discover anything.  In
fact, the power cord for the burner was unplugged.  (I can only
speculate that my wife or the cleaning lady decided to dust the power
strip.)
After plugging it in, the options that had been grayed out (causing me
to think I wasn't doing something right) suddenly became available.
With the wonderful help of Joy and Chris (See their messages earlier) I
was able to burn a CD with no problems.
It was so gratifying to hear the sound of the trumpets-- Nero's way of
telling you the burn was successful.
I fully, formally, and officially take back all the negative things I
said about Nero, and (at least by implication) JAWS.
I still don't think Nero is exactly intuitive, but it works fine if you
plug in your CD burner.
The moral of this story:
Well, you can figure it out.
