Jack,
I haven't looked at that area of the options menu recently, but as I recall, 
the answer to your question is that these are radio buttons, not check 
boxes.  Meaning, one of them must be checked, and it will be whichever of 
the three you've left selected when you tab to the next option in that menu. 
In Outlook, an additional option is offered, which is to have quoted text 
from the previous email or emails set off if you like by indentation, but 
without being preceded by any marks of any kind if that's what you prefer.
