You can in fact do the set up Windows yourself by launching Narrator with
Windows U. Tab one time, space, then enter, and Narrator will start,
guiding
you through the process of completing setup.

You can also start the windows 7 instalation process with Jaws. While you
are loged into windows, insert and run the windows 7 DVD, and Jaws will
read
every step on the screen. Once the setup begins, your computer will
restart
several times. At this point, you will lose Jaws speach. I think that it
took half hour for my computer to complete the setup.
After instalation is complete, you have to get sighted assistance to
complete windows beginning process, which include creating your username
and
password, setting date and time, etc.
I have done this several times.

Takes some time getting used to if you have not tried it before,

you need to download the Microsoft Tool which is called system image
manager.
You then create an Autounattended installation file.
I have one of these that works but it is different for the 32 and 64
bit versions of Windows 7 but seems to be the same as the Vista ones.
Maybe I could take out the confidential details e.g. the serial
number and send it along but it is a bit fiddle to edit things out
as it is an XML file.
mMaybe you could try a utility like VLITE I think it is to create
your file. That is a free download and I think that others have
found it to be
accessible but I am sure that someone else can comment on this.
