You can in fact do the set up Windows yourself by launching Narrator with
Windows U. Tab one time, space, then enter, and Narrator will start, guiding
you through the process of completing setup.

You can also start the windows 7 instalation process with Jaws. While you
are loged into windows, insert and run the windows 7 DVD, and Jaws will read
every step on the screen. Once the setup begins, your computer will restart
several times. At this point, you will lose Jaws speach. I think that it
took half hour for my computer to complete the setup.

After instalation is complete, you have to get sighted assistance to
complete windows beginning process, which include creating your username and
password, setting date and time, etc.

I have done this several times.
