And actually you don't always have the information bar when you try to 
download a file.  It seems to only be from certain sites that you try to 
download from where you will be asked on the information bar if it is okay 
to go ahead and download the file.

No it isn't always there.  Whenever it comes up, you will hear sort of a
double click.  You'll see the Information Bar
when a Web site tries to:

  a. Install an ActiveX control on your computer.
  b. Open a pop-up window.
  c. Download a file to your computer.
  d. Run active content on your computer.
  e. Run an ActiveX control on your computer in an unsafe manner.
